Do VTX files have metadata for each screen capture about its video start time? So imagine this:

File1.vtx
-------------------------------------------------------------
ScrCap1 @ 0:37 | ScrCap2 @ 2:45 | ScrCap3 @ 3:47
ScrCap4 @ 3:37 | ScrCap5 @ 5:45 | ScrCap6 @ 6:47
ScrCap7 @ 7:37 | ScrCap8 @ 8:45 | ScrCap9 @ 9:47
--------------------------------------------------------------
File2.vtx
-------------------------------------------------------------
ScrCap1 @ 0:37 | ScrCap2 @ 2:45 | ScrCap3 @ 3:47
ScrCap4 @ 3:37 | ScrCap5 @ 5:45 | ScrCap6 @ 6:47
ScrCap7 @ 7:37 | ScrCap8 @ 8:45 | ScrCap9 @ 9:47
--------------------------------------------------------------
etc

You could click on ScrCap5 @ 5:45, and it would launch the video program at the specified time.
You can allow the user to set the program and command line option in settings.
E.g. to start VLC at specific time frame, use --start-time=<float> command line option

I thought about that idea but decided not to implement it.
Maybe later.

Will you take payment to implement it?

It is not an easy thing to implement.
Also it requires to know CLI of all user's video-players.
Currently i have not enough time time to implement it.
